BYLAWS
ARTICLE 1: NAME Return to Top Of Page
The
name of this association is the Center McMechen Boosters Association, DBA
(Doing Business as) Center McMechen PTK (Parents, Teachers & Kids).
ARTICLE II: ARTICLES OF ORGANIZATION
The articles of organization of this PTK include the bylaws of this organization.

Section 1. The objects of the PTK are:

Section 1.
Membership in the PTK shall be made available without regard to race, sex,
color, national origin, age or disability.
Section 2.
The
PTK shall conduct an annual enrollment of members, but persons may be admitted
to membership at any time. Membership

Section 3.
Each
member of the PTK shall pay annual dues of $3.00 per single membership
or $5.00 per couple.
Section 4.
Only
members of the PTK shall be eligible to participate in the business meetings
or to serve in any of its elective or appointive positions.

Section 1.
Each
officer of the PTK shall be a member of the PTK
Section 2.
Officers and their election:
a. The officers of the PTK shall consist of a president or co-presidents,
one vice-president, a secretary, and a treasurer.
b. Officers shall be elected by a ballot in the Month of April.
However, if there is but one nominee for any office, election for that
office may be by voice vote.
c. Officers shall assume their official duties following the
close of the meeting in May (this could be a general meeting or executive
meeting in May)
d. Officers serve one year terms, but can be elected in succession
the following year, etc., etc.
Section 3.
Nominating Committee
a. There shall be a nomination committee composed of 3 members who
shall be appointed by the PTK at a regular meeting in March.
b. The nominating committee shall nominate an eligible person
for each office. Other nominations can be made from the floor at
the April meeting.
c. Persons nominated must give consent prior to election.
Section 4.
Vacancies
A vacancy occurring in any office shall be filled for the unexpired
term by a person elected by a majority vote of the executive committee.
ARTICLE VII: DUTIES OF OFFICERS Return to Top Of Page
Section 1.
The president or cop residents shall preside at all meeting and executive
committees; shall perform such other duties as may be prescribed in these
bylaws or assigned to her/him by the PTK or executive committee; and shall
coordinate the work of the officers and committees of the PTK in order
that the objects may be promoted.
Section 2.
The vice-president shall act as aide to the president and shall perform
the duties of the president in the absence or inability of that officer
to act.
Section 3.
The secretary shall record the minutes of all meetings of the association
and of the executive committee, shall have current bylaws, maintain a membership
list, and shall perform other duties as may be delegated to her/him.
Section 4.
The treasurer shall have custody
of all the funds of the PTK; shall keep a full and accurate account of
receipts and expenditures; and in accordance with he budget adopted by
the PTK, shall make disbursements as authorized by the president, executive
committee or meeting of the PTK. Checks shall be signed by the treasurer
or the president if the treasure is unavailable. The treasurer shall
present a financial statement at every meeting.
The treasurer's accounts shall be examined annually by an auditor or an
auditing committee of not less than 3 members, who satisfied that the treasurer's
annual report is correct, shall sign a statement at the end of the report.
The auditing report shall be complete and turned over to the elected treasurer
two weeks before the first general meeting of the new school year.

Section 5.
All
officers shall perform the duties outlined in these bylaws and those assigned
from time to time. Upon the expiration of the term of office or in
case of resignation, each officer shall turn over to the president, within
ten days, all records, books and material pertaining to the office and
shall return to the treasurer without delay, all funds pertaining to the
office.
ARTICLE VIII: EXECUTIVE COMMITTEE Return to Top Of Page
Section 1.
The executive committee shall consist of the officers of the PTK, the committee
chairpersons, and a representative of the school, if the principal so desires.
Section 2.
The duties of the executive committee shall be:
a. To transact business in the intervals between PTK meetings
and other business, as may be referred to it by the PTK.
b. To create standing and special committees, approve the committees
plans of work, present a report when needed.
c. Prepare and submit a budget each year, approve routine
bills, select an auditor or auditing committee to audit the treasurer's
accounts.
Section 3.
Regular meetings of the executive committee shall be held during the
year, the times of each meeting may vary according to events surrounding
the regular meetings of the PTK. A majority of the executive committee
members shall constitute a quorum. Special meetings of the executive
committee may be called by the president or by a majority of the members
of the committee.
ARTICLE IX: MEETINGS Return to Top Of Page
Section 1.
At least 6 or 7 regular meetings of the PTK shall be held during the
school year. The executive committee will determine dates.
Section 2.
Special meetings of the PTK may be called by the president or by a
majority of executive committee.
Section 3.
The election shall be held in the month of April.
Section 4.
Ten (10) members shall constitute a quorum for the transaction of business
in any meeting of the PTK.
ARTICLE X: COMMITTEES Return to Top Of Page
Section 1.
Only members of the PTK shall be eligible to serve in any appointive
or elective position.
Section 2.
The executive committee may create such standing committees as it may
deem necessary to promote the objects and carry on the work of the PTK.
Section 3.
The chairman of committee shall present a plan of work for approval.
No work shall be undertaken without the consent of the executive committee.
Section 4.
The president shall be a member ex efficio of all committees except the
nominating committee.
ARTICLE XI: FISCAL YEAR Return to Top Of Page
A fiscal year of the PTK shall begin the 1st day of September and end the 31st day of August.
ARTICLE XII: PARLIAMENTARY AUTHORITY Return to Top Of Page
Robert's Rules of Order Newly Revised
shall govern the PTK in all cases in which they are applicable and in which
they are not in conflict with these bylaws.
ARTICLE XIII: AMENDMENTS Return to Top Of Page
Section 1.
These bylaws may be amended at any regular meeting of the PTK provided
that notice of the proposed amendment shall have been given at least 30
days prior to the meeting at which the amendment is voted upon; that a
quorum has been established; two thirds vote is required of the members
voting on the bylaws.
Section 2.
A committee may be appointed to submit a revised set of bylaws as a
substitute for the existing bylaws only by a majority vote at a meeting
of the PTK or by two thirds vote of the executive committee. The
requirement for adoption of a revised set of bylaws shall be the same as
in the case of an amendment.
Section 3.
Bylaws will be review by the executive committee at the first executive
meeting of the new year. If accepted by the executive committee no
action will be taken. However, if revision is necessary a committee
will be appointed to review and make amendments following the requirements
for adoption of any such amendment.
